Setting: Tl;dr: an author-based detective story where the characters are all named after various authors and themed after them/their works (some have personality traits from their namesake, but none are actually fictionalized versions of the authors.) The presence of weird, dramatically-named powers is a thing here, but we don't actually know how or why people have them; all we really know is that they exist and can be transferred from one blood relative to another. There are organizations of Ability-users worldwide, from criminal groups like the Port Mafia to the government's Special Ability Department, and others such as the Guild with their own goals.
The story itself is set in Yokohama, Japan, where the Port Mafia runs the local underworld and the Armed Detective Agency works to handle cases and criminals (often but not always mafia members) that are too violent or difficult for the normal police. The mafia itself doesn't control the city, but owns many businesses within it and has extended its influence to many parts of the city; it's integrated itself into the economy, and even holds an ability business permit allowing it some form of legitimacy. The local government has its own department dealing with those who have Abilities and keeps an eye on the mafia's activities, largely working in the background while the Detective Agency handles more visible issues.
(ADDITIONAL:) The setting is in current-day Yokohama, Japan, with the only real difference being the presence of Abilities and the changes made to accommodate them (such as the aforementioned government department handling those who have them); it's closely tied enough to the actual city that they produced a sort of city tour guide featuring the series' characters. As far as the range of Abilities, it's extremely broad, and they vary quite a bit from one to another-- individual Abilities tend to have their own guidelines rather than all of them working in similar ways. It's not really clear how common they are either, as canon never really mentions just how rare users are, there just are enough to need oversight. What we do know for sure about his history is that he appears to have been taken in by the Port Mafia at a fairly young age (~14 or less), trained by Ozaki Kouyou (another current executive) and that he's Dazai Osamu's former partner. When Dazai was still a mafia member, the two of them were called 'double black' (the dumbest edgy nickname ever) and had a reputation for their capability to take out enemy organizations overnight, though they were at odds even before Dazai abruptly left the mafia to join the Detective Agency. It's unclear when he became an executive member of the mafia, but he holds the position by the time of his first canon appearance (and most likely replaced Dazai.)
(While Chuuya isn't personally involved in the hunt, it's important to know for context that the mafia was offered a huge bounty for the capture and sale of a particular Ability-user, who is a current member of the Detective Agency, by an American organization called the Guild.)
In canon, he first shows up to antagonize Dazai after his old partner-turned-traitor's let himself be captured by the mafia. He gloats a bit, Dazai doesn't let him feel superior about it for longer than about 5 seconds at a time, Chuuya breaks him out and challenges him to a duel, they fight... annnd then before Chuuya can kill him, he finds out that Dazai's already warned the bosses that all the mafia's secrets will be leaked if he dies. Chuuya threatens him a little more anyway, tells him where to get the information he wants on his Agency coworker's bounty, and storms off with his wounded dignity.
Several chapters later, the mafia has failed to deliver on their deal with the Guild, and a three-way war has ensued between the Port Mafia, Agency, and Guild. We get a couple brief scenes of him reporting to the mafia's boss Mori and carrying out Mori's plan to sniff out the Armed Detective Agency's new base. After finding it, Chuuya shows up there to deliver a message from the mafia, taunting them a bit before telling them when and where they can find 2 members of the Guild, which the mafia has lured with bait. Naturally this is pretty suspicious; a couple of the detectives attack him and he shows off his gravity powers, but the agency director interrupts before it gets too far. He tears up Lovecraft's Cthulhu-like form while Dazai handles Steinbeck, and Dazai does in fact turn Corruption off before it can kill him-- though he lets it go on longer than necessary and then leaves an unconscious Chuuya behind (after agreeing to get him back to his base). Thanks a lot, Dazai.
Apparently he gets back just fine, though, because he shows back up after the war against the Guild ends, bringing some very expensive wine to celebrate the end of the conflict with Mori and Kouyou.

They appear to make heavy use of the groups they've hired for their dirty work (Chuuya is ordered to tail assassins hired to kill the Agency's Director rather than the boss sending their own men to kill him), and they may not often recruit direct members; multiple characters were taken in as kids, though, so the mafia seems to have a habit of bringing them in relatively young and raising them there (sometimes after killing their parents.)
It's most likely that this is what happened with Chuuya (and his partner Dazai); the only familial reference either uses is calling Kouyou their big sister. The mafia likely knew about his gravity manipulation, as they tend to 'adopt' kids with powers in particular, but we don't actually know how the true form of his power was discovered-- personal headcanon is that he instinctively used it under duress (characters don't seem to create their own activation phrases when they have them, so it likely just came to mind), it was nullified by Dazai, and that was when the mafia began using them as a destructive force with Dazai as the key to Chuuya's Corruption. I also headcanon they were already partnered at the time, since Dazai rose through the ranks very quickly, seemed to be a personal sort of protege of the boss, and the present-day mafia employs a two-person special force answering directly to the boss himself; Dazai and Chuuya could easily have been something similar even without the more powerful version of his Ability. They'd most likely have handled smaller jobs at first, but after the appearance of Corruption, they were known for destroying entire organizations-- the notoriety they gained probably helped Dazai gain his early promotion and helped Chuuya secure his later. If the way Dazai treats him in their current-day meetings is any indication, Chuuya's early career was likely frustrating for him, seeing as his partner is very much in the habit of ordering him around without a second thought.
Personality: He is the very model of a mini mafia member-- or at least he is most of the time.
Chuuya's not an executive member of the organization for nothing, and is consistently loyal to it. The threat of being outlawed for killing Dazai without authorization forces him to back down from the opportunity to kill his rival, and when he's shown directing other mafia members in a larger-scale conflict, it's with orders to defend their territory with their lives. Even when he doesn't stick directly to an order, it isn't due to any absence of loyalty to the mafia itself; while he's working on orders to retrieve Q alive when he temporarily joins up with Dazai, Chuuya doesn't stop his former partner when he threatens to kill their target. He excuses it with the fact that they're too far apart for him to stop Dazai quickly enough, but still tells Dazai to go ahead and do it because Q's ability recently killed several of his subordinates, and he's upset about their loss. Chuuya is also the person who's most often seen reporting to and taking orders from the mafia's boss, and he and Kouyou (another executive member) seem to be the ones who have the most direct contact with Mori.
Around other mafia members, he tends to be calmer and more businesslike and he's extremely polite to Mori especially, though he also gets along well with his subordinates; he goes out drinking with them, and is one of the ranking Mafia members who actually cares about the people under his authority. The Port Mafia seems to be something of a family to him, especially considering how young he was when he joined and that he was very likely taken in by them (the Mafia has a habit of taking promising orphans under its wing); the Boss's (presumable) daughter even includes Chuuya in a drawing of her family. His loyalty's likely due to both this and his training from Kouyou, who tried and failed to leave the Mafia when she was younger-- it's probable that she helped instill that loyalty to make sure he wouldn't attempt to do the same.
He can be pretty ruthless as well-- in the same scenario with Q, he calls Dazai soft for not going through with the murder-- and has no real qualms about killing; considering that he seems to have been part of the mafia for a while, though, the capacity for violence isn't too surprising. According to its leader, violence is the mafia's currency rather than tangible things, and it's an organization that pays its debts, whether that means returning a favor or eliminating an enemy. He and Dazai were known for their destructive capacity, and Chuuya has held on to some of that reputation since; when sending him on a mission alone, Mori notes that the military force of the operation could wipe out the detective agency, and he's been referred to as the mafia's best martial artist.
His capability, though, has led him to be arrogant and even a showoff. Chuuya complains that he's being belittled when confronted by only two of the detective agency's members, and he doesn't often bother to make sure he'll be unrestricted in a fight; he almost always wears his coat like a cape and tends to just hold onto it with one hand mid-combat (and if he's ditched the coat, he's probably still making sure his hat doesn't fall off.) He makes sure an opponent knows he doesn't need his hands free to beat them, and that he's confident in taking them down without ever losing that dumb hat. Outside of a fight, he shows similar tendencies toward overconfidence, often posturing and mocking opponents and making unnecessarily dramatic entrances. His temper can also be as short as he is; he isn't a terribly patient person, enjoys fights, and is rarely above making threats. He's not totally indiscriminate about it, but start trouble with him and he'll definitely try to finish it.
His showoff tendencies also come out in the expensive tastes he's developed as an executive, from the fancy outfits to his wine collection, which includes the priciest bottles he can get his hands on. He often overindulges despite being a huge lightweight, though, and his drunk rants are a bit of a running gag in side comics.
On the whole, his behavior is about what one might expect from a mafioso-- unless Dazai is involved.
At one point, they were partners, likely assigned because of the synergy between their abilities: Chuuya can't use his to its full potential without Dazai there to counter Corruption and keep him alive, and that's part of the whole problem with Dazai's defection. With Dazai out of the picture, he's no longer capable of using the ability that helped give them their destructive reputation, and he's effectively lost some of his value as a mafia combatant. While he's now an executive member and is definitely capable of a lot of damage without using Corruption (not to mention that he doesn't seem to like using it in the first place), Chuuya was undeniably more effective in that partnership-- which just makes Dazai's defection sting more. It's not just that he turned traitor to the mafia, it's that Chuuya's own partner let him down. For all that they say they hated each other even before Dazai left, their teamwork when they're forced to pair up again against the Guild makes it clear enough that they've always been capable of setting things aside to get the job done-- even when they're technically enemies, they're both able to pick things right back up, and Chuuya still defers to Dazai's strategies (though he won't do it without complaint, of course). The nature of Chuuya's ability means that to work effectively with Dazai, he needed to trust his partner with his life; regardless of his personal opinions, he still relied on Dazai only to have him leave while Chuuya was away.
The end result? One hell of a grudge, and a whole lot of hate. Being around Dazai these days brings out his worst qualities with minimal effort-- Chuuya can be taunted by the detective agency's director and call it an honor, but he'll hurl insults and threats at Dazai with almost no provocation required, and his posturing is capable of hitting 'cartoon villain' levels if he's sufficiently worked up and/or drunk (complete with 'there will be no next time!!!'). He gets heated all too easily, and it's only exacerbated by the fact that Dazai knows him and his habits so well; it's hard to get any satisfaction out of lashing out at someone who knows what you'll do and how you time your attacks, and he gets right under Chuuya's skin like no one else, even when he tries to ignore him (it never lasts long). He's infuriating, and Chuuya's more than a little obsessed; every time he's shown drinking in the manga/spinoff/extras, he's ranting about Dazai one way or another.
(ADDITIONAL:) OKAY let's try to explain this better! To clarify the initial impression here, the baseline personality we get in canon is essentially The Businessman: dedicated to his job and organization, deferent to the boss when they interact, set on getting the job done. It's undermined somewhat by his interaction with Dazai, as written above, but when Dazai's not there to push his buttons instantly then he remains much more cool. He does compensate some, though; he likes to make noticeable entrances (like getting the Agency's attention by destroying their automated guns/cameras and telling them to come meet them himself) and to open up with a threat or two before getting down to business itself ('the mafia doesn't need an appointment to destroy your base, does it?'). Thanks to his very unimposing figure and a partner whose shadow he'd constantly have been in during their time together, he's likely always needed to try a little harder to be taken seriously, but unless Dazai is involved he doesn't go overboard with it (and doesn't really use the same behavior to other authorities; he's fairly polite to the Agency Director when speaking directly with him.)
As for his relations with other mafia members, he still takes his role seriously with most of them and is kind of like the Dad Coworker on the clock who will also go to the bar with folks after work. He doesn't resort directly to violence like other members tend to (he'll scold first, or discuss punishment with the boss if needed) and feels responsible for his subordinates' loss if things go wrong; there's official art of him being more playful with them and putting his hat on a taller member's head/going for less serious poses than others in photos (and he does go get drunk with them too), so really it's a little of both. He cares about them/wants to be sure he takes care of them, will whip them into shape if needed, but when he doesn't need to act as an authority figure he's probably pretty fun to be around.
...until he's had a couple glasses, anyway. There's also a side comic of two other mafia members having to try to avert disaster while Chuuya drunk dials Dazai and then passes out. They've probably had to carry him out of the bar multiple times.
There aren't actually any direct canon examples of him interacting with anyone who's not an ally or enemy, but I assume he treats strangers similarly to how he treats enemies, if more casually since they're not as likely to be an actual threat to him and he's not on business-- and the arrogant tendencies he has would show up more here too, when he doesn't need to be diplomatic or anything. He's not really the outwardly friendly type unless he wants something from them; on average, he's more likely to be a bit dismissive of people (he is an Important Guy With Things To Do), though not antagonistic unless given a reason to be.
Canon Abilities/Skills:
For the Tainted Sorrow- the name has to be dramatic in this series, It Has To. Allows him to manipulate gravity to a certain extent-- he's able to alter the gravitational vector and strength of any object he's in physical contact with, and the effect can stay in place for a limited period of time without having to maintain contact (appears to be a few hours). Canon uses of the ability include things like: standing upside-down on ceilings like a nerd, pretty much gluing someone to the ground with gravitational force, and giving his attacks heavier impact. It isn't destructive on a "there goes the building" level, but he can hit the ground hard enough to leave a small crater in it. Comes with a black particle effect on whatever's being manipulated, as a little visual signature. While it hasn't been shown in canon, the author's commented this could be used for a form of flight.
Corruption- this is the true form of his ability, activated using the phrase 'o grantors of dark disgrace, do not wake me again' (taken from the real-life Chuuya's poetry, like his other ability.) While Corruption is active, he gains control over the gravitons in his surroundings, making him significantly more destructive-- he's capable of crushing a tank barehanded by increasing his own density, and can create and throw balls of compressed gravitons that are similar to projectile black holes. We're on about that level of ridiculous. Corruption also visibly alters his appearance when active. The trade-off here is that Chuuya has absolutely no control over this ability and can't cancel it himself, and it will slowly destroy his body if not nullified; it will rage until his power's exhausted itself and he dies. This seems to have a fairly short timeframe, as in canon it appears to be just a few minutes before he's bleeding heavily and Dazai comments he can't take much more.
(The short timeframe his body can hold up under its effect works as a built-in limiter, plus there's the fact that without Dazai, Chuuya is extremely unlikely to use Corruption unless absolutely necessary, considering it will definitely kill him and he'll destroy whatever he can before he dies; he's also unlikely to trust another nullifier with his life. It's a pretty destructive ability, though, so if you feel like it should be scaled in case he does ever have reason to use it, I'm totally fine with that!)

On some level, he always expected it to go this way.
It's what happens when you live the kind of life he does, isn't it-- when you have the kind of power he does. Chuuya's always known he'd probably die using it, that eventually his own Ability would tear him apart. He thought he'd come to terms with that.
Being faced with it is something different, though. There's no partner to save him from himself or from what he's about to try to kill, and he finds the words get caught in his throat when he means to say them. It's what he needs to do, he knows, he'll die anyway if he doesn't, there's no telling what could happen to the rest of the mafia if he doesn't stop this--
That thought is what makes him push himself back to his feet, swaying slightly as he assesses himself. Some blood loss, not like injuries are gonna stop me anyway-- will I have enough time?
-You don't have to do it.
His eyes narrow at the unfamiliar voice, one whose source he can't pin down. "The fuck was that," he mutters, eyes still on the thing ahead of him, both of them apparently waiting for the other to move. It's faster, not like anyone he's ever fought before, but he's sure he can at least activate Corruption in time.
-You don't have to die. It's not impossible to escape.
"And what happens to everyone else then, huh? I'm not going to leave them to this thing-"
-It's here for you. They won't be safe at all if you stay. And now he can see a shape there (was it there before? He's not sure), a figure with an outstretched hand, his eyes lingering on it as his mind races.
He's always thought he'd never be able to leave the mafia behind-- but then, he always thought this was the way he would die for it, and as it turns out, he isn't ready to. Not yet. Not if leaving might just protect them (he's not naive enough to believe it will, but hell, he doesn't believe he's going to kill this thing either.) If this is some kind of trick... well, at least he'll live long enough to find out and deal with it.
He catches the enemy's movement out of the corner of his eye, and before he can change his mind, Chuuya reaches out and nods once. "Fine. Let's get the hell out."

The exact power structure of the mafia isn't fully outlined, but those three rules are what's most important to them-- beyond that, what we've got is that the chain of command runs from the boss > five executives > other, more minor ranking members > everyone else. Individual parts of the mafia such as their military force have their own leaders, but everyone answers to the boss and executives. There are certain positions outside the power structure (the boss sometimes has members report directly to him and gives them the authority to order others if necessary; intelligence agents also report to the boss directly), but that's essentially the basic outline, and it's implied to be mainly grunt members/enforcement types (the boss comments in the second novel that most of the mafia doesn't really know how to handle things outside shooting someone or threatening violence.) They appear to make heavy use of the groups they've hired for their dirty work (Chuuya is ordered to tail assassins hired to kill the Agency's Director rather than the boss sending their own men to kill him), and they may not often recruit direct members; multiple characters were taken in as kids, though, so the mafia seems to have a habit of bringing them in relatively young and raising them there (sometimes after killing their parents.)
It's most likely that this is what happened with Chuuya (and his partner Dazai); the only familial reference either uses is calling Kouyou their big sister. The mafia likely knew about his gravity manipulation, as they tend to 'adopt' kids with powers in particular, but we don't actually know how the true form of his power was discovered-- personal headcanon is that he instinctively used it under duress (characters don't seem to create their own activation phrases when they have them, so it likely just came to mind), it was nullified by Dazai, and that was when the mafia began using them as a destructive force with Dazai as the key to Chuuya's Corruption. I also headcanon they were already partnered at the time, since Dazai rose through the ranks very quickly, seemed to be a personal sort of protege of the boss, and the present-day mafia employs a two-person special force answering directly to the boss himself; Dazai and Chuuya could easily have been something similar even without the more powerful version of his Ability. They'd most likely have handled smaller jobs at first, but after the appearance of Corruption, they were known for destroying entire organizations-- the notoriety they gained probably helped Dazai gain his early promotion and helped Chuuya secure his later. If the way Dazai treats him in their current-day meetings is any indication, Chuuya's early career was likely frustrating for him, seeing as his partner is very much in the habit of ordering him around without a second thought.
Personality: He is the very model of a mini mafia member-- or at least he is most of the time.
Chuuya's not an executive member of the organization for nothing, and is consistently loyal to it. The threat of being outlawed for killing Dazai without authorization forces him to back down from the opportunity to kill his rival, and when he's shown directing other mafia members in a larger-scale conflict, it's with orders to defend their territory with their lives. Even when he doesn't stick directly to an order, it isn't due to any absence of loyalty to the mafia itself; while he's working on orders to retrieve Q alive when he temporarily joins up with Dazai, Chuuya doesn't stop his former partner when he threatens to kill their target. He excuses it with the fact that they're too far apart for him to stop Dazai quickly enough, but still tells Dazai to go ahead and do it because Q's ability recently killed several of his subordinates, and he's upset about their loss. Chuuya is also the person who's most often seen reporting to and taking orders from the mafia's boss, and he and Kouyou (another executive member) seem to be the ones who have the most direct contact with Mori.
Around other mafia members, he tends to be calmer and more businesslike and he's extremely polite to Mori especially, though he also gets along well with his subordinates; he goes out drinking with them, and is one of the ranking Mafia members who actually cares about the people under his authority. The Port Mafia seems to be something of a family to him, especially considering how young he was when he joined and that he was very likely taken in by them (the Mafia has a habit of taking promising orphans under its wing); the Boss's (presumable) daughter even includes Chuuya in a drawing of her family. His loyalty's likely due to both this and his training from Kouyou, who tried and failed to leave the Mafia when she was younger-- it's probable that she helped instill that loyalty to make sure he wouldn't attempt to do the same.
He can be pretty ruthless as well-- in the same scenario with Q, he calls Dazai soft for not going through with the murder-- and has no real qualms about killing; considering that he seems to have been part of the mafia for a while, though, the capacity for violence isn't too surprising. According to its leader, violence is the mafia's currency rather than tangible things, and it's an organization that pays its debts, whether that means returning a favor or eliminating an enemy. He and Dazai were known for their destructive capacity, and Chuuya has held on to some of that reputation since; when sending him on a mission alone, Mori notes that the military force of the operation could wipe out the detective agency, and he's been referred to as the mafia's best martial artist.
His capability, though, has led him to be arrogant and even a showoff. Chuuya complains that he's being belittled when confronted by only two of the detective agency's members, and he doesn't often bother to make sure he'll be unrestricted in a fight; he almost always wears his coat like a cape and tends to just hold onto it with one hand mid-combat (and if he's ditched the coat, he's probably still making sure his hat doesn't fall off.) He makes sure an opponent knows he doesn't need his hands free to beat them, and that he's confident in taking them down without ever losing that dumb hat. Outside of a fight, he shows similar tendencies toward overconfidence, often posturing and mocking opponents and making unnecessarily dramatic entrances. His temper can also be as short as he is; he isn't a terribly patient person, enjoys fights, and is rarely above making threats. He's not totally indiscriminate about it, but start trouble with him and he'll definitely try to finish it.
His showoff tendencies also come out in the expensive tastes he's developed as an executive, from the fancy outfits to his wine collection, which includes the priciest bottles he can get his hands on. He often overindulges despite being a huge lightweight, though, and his drunk rants are a bit of a running gag in side comics.
On the whole, his behavior is about what one might expect from a mafioso-- unless Dazai is involved.
At one point, they were partners, likely assigned because of the synergy between their abilities: Chuuya can't use his to its full potential without Dazai there to counter Corruption and keep him alive, and that's part of the whole problem with Dazai's defection. With Dazai out of the picture, he's no longer capable of using the ability that helped give them their destructive reputation, and he's effectively lost some of his value as a mafia combatant. While he's now an executive member and is definitely capable of a lot of damage without using Corruption (not to mention that he doesn't seem to like using it in the first place), Chuuya was undeniably more effective in that partnership-- which just makes Dazai's defection sting more. It's not just that he turned traitor to the mafia, it's that Chuuya's own partner let him down. For all that they say they hated each other even before Dazai left, their teamwork when they're forced to pair up again against the Guild makes it clear enough that they've always been capable of setting things aside to get the job done-- even when they're technically enemies, they're both able to pick things right back up, and Chuuya still defers to Dazai's strategies (though he won't do it without complaint, of course). The nature of Chuuya's ability means that to work effectively with Dazai, he needed to trust his partner with his life; regardless of his personal opinions, he still relied on Dazai only to have him leave while Chuuya was away.
The end result? One hell of a grudge, and a whole lot of hate. Being around Dazai these days brings out his worst qualities with minimal effort-- Chuuya can be taunted by the detective agency's director and call it an honor, but he'll hurl insults and threats at Dazai with almost no provocation required, and his posturing is capable of hitting 'cartoon villain' levels if he's sufficiently worked up and/or drunk (complete with 'there will be no next time!!!'). He gets heated all too easily, and it's only exacerbated by the fact that Dazai knows him and his habits so well; it's hard to get any satisfaction out of lashing out at someone who knows what you'll do and how you time your attacks, and he gets right under Chuuya's skin like no one else, even when he tries to ignore him (it never lasts long). He's infuriating, and Chuuya's more than a little obsessed; every time he's shown drinking in the manga/spinoff/extras, he's ranting about Dazai one way or another.
(ADDITIONAL:) OKAY let's try to explain this better! To clarify the initial impression here, the baseline personality we get in canon is essentially The Businessman: dedicated to his job and organization, deferent to the boss when they interact, set on getting the job done. It's undermined somewhat by his interaction with Dazai, as written above, but when Dazai's not there to push his buttons instantly then he remains much more cool. He does compensate some, though; he likes to make noticeable entrances (like getting the Agency's attention by destroying their automated guns/cameras and telling them to come meet them himself) and to open up with a threat or two before getting down to business itself ('the mafia doesn't need an appointment to destroy your base, does it?'). Thanks to his very unimposing figure and a partner whose shadow he'd constantly have been in during their time together, he's likely always needed to try a little harder to be taken seriously, but unless Dazai is involved he doesn't go overboard with it (and doesn't really use the same behavior to other authorities; he's fairly polite to the Agency Director when speaking directly with him.)
As for his relations with other mafia members, he still takes his role seriously with most of them and is kind of like the Dad Coworker on the clock who will also go to the bar with folks after work. He doesn't resort directly to violence like other members tend to (he'll scold first, or discuss punishment with the boss if needed) and feels responsible for his subordinates' loss if things go wrong; there's official art of him being more playful with them and putting his hat on a taller member's head/going for less serious poses than others in photos (and he does go get drunk with them too), so really it's a little of both. He cares about them/wants to be sure he takes care of them, will whip them into shape if needed, but when he doesn't need to act as an authority figure he's probably pretty fun to be around.
...until he's had a couple glasses, anyway. There's also a side comic of two other mafia members having to try to avert disaster while Chuuya drunk dials Dazai and then passes out. They've probably had to carry him out of the bar multiple times.
There aren't actually any direct canon examples of him interacting with anyone who's not an ally or enemy, but I assume he treats strangers similarly to how he treats enemies, if more casually since they're not as likely to be an actual threat to him and he's not on business-- and the arrogant tendencies he has would show up more here too, when he doesn't need to be diplomatic or anything. He's not really the outwardly friendly type unless he wants something from them; on average, he's more likely to be a bit dismissive of people (he is an Important Guy With Things To Do), though not antagonistic unless given a reason to be.
Canon Abilities/Skills:
For the Tainted Sorrow- the name has to be dramatic in this series, It Has To. Allows him to manipulate gravity to a certain extent-- he's able to alter the gravitational vector and strength of any object he's in physical contact with, and the effect can stay in place for a limited period of time without having to maintain contact (appears to be a few hours). Canon uses of the ability include things like: standing upside-down on ceilings like a nerd, pretty much gluing someone to the ground with gravitational force, and giving his attacks heavier impact. It isn't destructive on a "there goes the building" level, but he can hit the ground hard enough to leave a small crater in it. Comes with a black particle effect on whatever's being manipulated, as a little visual signature. While it hasn't been shown in canon, the author's commented this could be used for a form of flight.
Corruption- this is the true form of his ability, activated using the phrase 'o grantors of dark disgrace, do not wake me again' (taken from the real-life Chuuya's poetry, like his other ability.) While Corruption is active, he gains control over the gravitons in his surroundings, making him significantly more destructive-- he's capable of crushing a tank barehanded by increasing his own density, and can create and throw balls of compressed gravitons that are similar to projectile black holes. We're on about that level of ridiculous. Corruption also visibly alters his appearance when active. The trade-off here is that Chuuya has absolutely no control over this ability and can't cancel it himself, and it will slowly destroy his body if not nullified; it will rage until his power's exhausted itself and he dies. This seems to have a fairly short timeframe, as in canon it appears to be just a few minutes before he's bleeding heavily and Dazai comments he can't take much more.
(The short timeframe his body can hold up under its effect works as a built-in limiter, plus there's the fact that without Dazai, Chuuya is extremely unlikely to use Corruption unless absolutely necessary, considering it will definitely kill him and he'll destroy whatever he can before he dies; he's also unlikely to trust another nullifier with his life. It's a pretty destructive ability, though, so if you feel like it should be scaled in case he does ever have reason to use it, I'm totally fine with that!)

On some level, he always expected it to go this way.
It's what happens when you live the kind of life he does, isn't it-- when you have the kind of power he does. Chuuya's always known he'd probably die using it, that eventually his own Ability would tear him apart. He thought he'd come to terms with that.
Being faced with it is something different, though. There's no partner to save him from himself or from what he's about to try to kill, and he finds the words get caught in his throat when he means to say them. It's what he needs to do, he knows, he'll die anyway if he doesn't, there's no telling what could happen to the rest of the mafia if he doesn't stop this--
That thought is what makes him push himself back to his feet, swaying slightly as he assesses himself. Some blood loss, not like injuries are gonna stop me anyway-- will I have enough time?
-You don't have to do it.
His eyes narrow at the unfamiliar voice, one whose source he can't pin down. "The fuck was that," he mutters, eyes still on the thing ahead of him, both of them apparently waiting for the other to move. It's faster, not like anyone he's ever fought before, but he's sure he can at least activate Corruption in time.
-You don't have to die. It's not impossible to escape.
"And what happens to everyone else then, huh? I'm not going to leave them to this thing-"
-It's here for you. They won't be safe at all if you stay. And now he can see a shape there (was it there before? He's not sure), a figure with an outstretched hand, his eyes lingering on it as his mind races.
He's always thought he'd never be able to leave the mafia behind-- but then, he always thought this was the way he would die for it, and as it turns out, he isn't ready to. Not yet. Not if leaving might just protect them (he's not naive enough to believe it will, but hell, he doesn't believe he's going to kill this thing either.) If this is some kind of trick... well, at least he'll live long enough to find out and deal with it.
He catches the enemy's movement out of the corner of his eye, and before he can change his mind, Chuuya reaches out and nods once. "Fine. Let's get the hell out."
